Neepa (ニパ, Nipa^?) is the leader of a gang of thugs on Blue Garden.^[1]

Appearance

Neepa is a huge, stout muscular man with a round bald head, and large bolts sticking out from the sides of his head. He wears a high collared sleeveless jacket with a military camouflage and a light-colored undershirt, dark baggy pants, and shoes. He wears an ammunition belt and a belt strap that carries his Gatling gun around him. Additionally, he has a dark wristband on his left arm, and several technological implants sticking out on his body, such as a wristwatch with cables attached on his right arm.^[1]

Personality

Neepa is willing to steal, kidnap, and kill for money.^[2] He arrogantly believes that killing an Ether Gear user will increase his reputation^[3] and that mowing down his enemies with his Gatling gun is all he needs to take them out.^[4]

Neepa has a unique laugh of "Nee pa pa pa pa pa!"^[5]

Synopsis

Intro arc

After Shiki catches up with the gang member who kidnapped Happy in the middle of the city, Neepa arrives with his gang and asks in annoyance about the yelling. He is pleased to hear when the gang member informs him that he got a cat from Planet Excede while complaining that Shiki would not leave him alone. Neepa holds the glass container of Happy and laughs, says that they will get a lot of money for him. When Rebecca demands them to give back Happy, Neepa calls her a babe while some of his gang members recognize her to be one of the B-Cubers from the Aoneko Channel. He and his gang explain to Shiki and Rebecca that cats from Excede go for a lot of money and believes that it is a waste for one to be a pet of a couple of kids. He insults Shiki and Rebecca by calling them little babies for acting tough.^[6]

Neepa is shocked when he recognizes Shiki's power as an Ether Gear after the young man takes down his gang members. However, he gleefully decides that killing an Ether Gear user will boost his reputation, brandishing his Gatling gun. He opens fires and laughs as he sends a barrage of bullets at Shiki and Rebecca, not caring that the gang member who holds Happy's glass container is also in the crossfire.^[7] Neepa continues firing, not noticing Happy transforming into a pair of guns.^[8]

Despite the comment from his shocked gang member about Rebecca's perfect headshots on their comrades, Neepa states that all a gun really needs is a good rate of fire and laughs as he continues his attack towards Rebecca. He is shocked when Shiki and Rebecca dodge his spray of bullets and float in the air above him. Unable to move from his position on time, Neepa is defeated by Rebecca from a solid aerial advantage and falls down unconscious. After his defeat, the rest of his gang flee in terror.^[9]

Noah Glenfield references Rebecca's battle against Neepa as being an example of where Rebecca subconsciously changed her location with Cat Leaper in time as her life was threatened or lost.^[10]

Equipment

Gatling Gun: Neepa wields a Gatling gun^[3] in combat, which he thinks is innately superior to any other firearm.^[4]
